| Fund Raiser for Family Connection Center | Jason Wilde, Executive Director Family Connection Center, spoke about National Child Abuse Prevention Month. Commissioner Petroff commented we are glad to have Jason as the Director. Family Connection serves as a food bank and offers case management for families. The Center assists to lift people out of poverty. The emphasis is to help them help themselves and move forward. Jason stated economic troubles can make a situation worse for child abuse. Family strength is destroyed when abuse occurs. State of Utah reported 9,000 confirmed cases of child abuse. One-third of them domestic violence, and one-quarter sexual abuse. Problems can have solution through the community, family county and organization. Family Connection Center operates crisis and respite nurseries in Bountiful and Clearfield which take care of about 1,000 children a year. If an individual has a first time offense and care if needed for children, law enforcement will bring children to the center rather than getting involved with DFS. People do not always have family support or neighbors to turn to for help. Jason extended an invitation to everyone to join the Family Connection Center for a fun event at Boondock’s on Saturday April 9. All proceeds will go to the Family Connection Center to help provide families in Davis and Morgan counties the help they need. |
| Proclamation #2011-86 for Child Abuse Prevention Month | Chairman Downs excused Tanya Perkins, Davis County Children’s Justice Center Director, as she is involved with a training today. Kay Card, Executive Director Safe Harbor, was welcomed and thanked for the work they do with domestic violence cases. Chairman Downs said, “A significant number of our little people are impacted by abuse.” Chairman Downs read #2011-86 Child Abuse Prevention Month Proclamation as follows: Child Abuse Prevention Month Proclamation Davis County’s greatest asset is our children. All children deserve to grow up in a safe and nurturing environment to assure they reach their full potential. Whereas, child abuse is a serious and growing problem Whereas, all citizens of Davis County should become more aware of child abuse and its prevention and actively encourage and support parents to raise their children in a safe, nurturing environment, and Whereas, decreasing the occurrence of child abuse relies upon the efforts of each of us, in order to make a positive, substantial effect on the children of today who will grow to be the leaders of tomorrow. Whereas, 912 people (children and family members) were served at the Davis County Children’s Justice Center in 2010, Now, therefore, be it resolved that the Davis County Commission does join in to proclaim April 2011 as “CHILD ABUSE PREVENTION MONTH” in Davis County and call upon our citizens to become aware of the impact of child abuse and to join in working for its prevention within our County. Commissioner Millburn stated there are a number of agencies that are there to help such as Family Connection Center, Children’s Justice Center, and Safe Harbor. The agencies are nonprofit and have a need for funding. Commissioner Millburn made a motion for the chairman to sign the proclamation. Commissioner Petroff seconded the motion. All voted aye. | | Scott Hess, Davis County Planning Office, stated today as advertised is the first public hearing for the Community Development Block Grant funding for Davis County. Commissioner Petroff made a motion to open the public hearing. Commissioner Millburn seconded the motion. All voted aye. |
| First Public Hearing for Potential CDBG Projects | Scott stated it is the beginning of the 2011-2012 Community Development Block Grant funding cycle. This public hearing is being held to solicit comments for the Consolidated Plan, as well as to provide a review of potential CDBG projects. CDBG money must be spent on projects benefiting primarily low and moderate income persons. Davis County is expected to receive approximately $600,000 in this new program year. All eligible activities that can be accomplished under this program are identified in the HUD Guidelines for CDBG projects, and interested persons can review at any time. Examples of CDBG projects are: Construction of public works and facilities, such as: water and sewer lines, fire stations, acquisitions of real property, or provision of public services such as food banks or homeless shelters. Also eligible are loan programs for private businesses which would then hire low income persons, and the program can also pay for housing rehabilitation for lower income persons. In the past, Davis County has funded multiple grant types, but most applications have been for street improvements, or allocations to special service providers to help low and moderate income people. Cities within Davis County’s Entitlement Program who are applying this year have handed out their Capital Investment Plans to be included in the regional “Consolidated Plan”. The CDBG “How to Apply Workshop” was held on February 25. The deadline for application is April 1, 2011. Nonprofit 501(c)(3) organizations and public entities that provide human services to moderate and low-income Davis County residents may apply for CDBG funding. We are an entitlement county this year. A few of the special service providers are here today to speak: Kay Card, Executive Director Safe Harbor, stated they are applying for soft costs for salaries to support a diversity caseworker position. Appreciation was expressed for the work as Davis County has waited a long time to become an entitlement county. Jason Wilde, Executive Director Family Connection Center, stated they are applying for funds for a new roof with skylights to help cut down on lighting costs and a new food bank van to help with savings for gas. Mary Swanstrom, Davis Community Housing Authority, stated they are applying for funds for down payment assistance grants to support grants for LMI housing. Scott stated that other applications are: DBH to purchase and remodel a duplex or four-plex for permanent supportive house. DATC to purchase nursing simulation manikins to better provide critical job skills. BBBSU for funding the Davis County Community based mentoring program. Bountiful Community Food Pantry for food bank upgrades and a new truck. Syracuse City to fund a park that is 100% accessible for those with disabilities. North Salt Lake to fund a water main project in a targeted area & ADA curb cuts. Commissioner Petroff extended a thank you to Scott Hess for helping to figure out how to get money and get the dollars to the people. The hard work is appreciated. Scott stated the Rating & Ranking will be done by a committee of COG in April and the awarding of money will be in June. |

| Agreement #2011-87 Toro Company for Automated Sprinkling System | Brad Stone, Davis Park Golf Course Pro, presented agreement #2011-87 with The Toro Company. It is a service agreement for the automated sprinkling system (central computer system) at the golf course. It is a payable of $7,260.00. The period of the contract is April 1, 2011 thru March 31, 2016. Commissioner Millburn made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. | Amendment #1993-130C UT Parks -Recreation for Park Fees Distribution | Ron Taylor, Park Manager Antelope Island State Park, presented amendment #1993-130C. Ron stated the park has had a remarkable relationship with Davis County. This memorandum of understanding is of benefit to both entities. A percent of the park fees collected are allocated for Davis County to take care of the causeway and a portion for the State to pay for staff at the gate house. Commissioner Petroff made a motion to approve. Commissioner Millburn seconded the motion. All voted aye. Document on file in the office of the Davis County Clerk/Auditor. |
| | Ron stated it is a glorious day on the island. Last weekend the Annual Antelope Island Buffalo Run was held. There were approximately 700 participants. Some run 50 miles others run 100 miles. It is a unique setting for a race (run where the buffalo roam) and it brings revenue to the island. Jim Skaggs, member of the trails patrol, is a great promoter for the race. There are many upcoming events throughout the year and the events are posted on the CVB website. |
| Budget Change for Health Department | Commissioner Millburn presented a budget change for the Davis County Health Department. It is to increase line item 15-3340-026 HP Sundry by $500.00 and increase line item 15-4315-610 Misc Expenses by $500.00. Funds have been donated by a former employee as an appreciation for the employment opportunity. |
| | Steve Rawlings, Davis County Clerk/Auditor, stated the budget change listed for Davis County Public Works is not required as a budget change. Money had been approved for purchase of a piece of equipment and the cost was less than anticipated. The money saved will be used for the purchase of a large pump. |

| | Commission Comments: Commissioner Petroff stated flooding is a concern for the next few weeks. He has received an update from Davis County Public Works. Streams have been cleaned and made ready for the run-off. There is 59 ½ inches of water in the snowpack. There are 10,000 sandbags that have been readied by Public Works. The stream area by the Davis County jail is being sandbagged as a precaution for the run-off. No public comments. |
