| April Designated as National County Government Month – Theme “Serving our Veterans, Armed Forces, & Their Families” | Chairman Downs announced the month of April has been designated as the National County Government Month. The theme for the month is “Serving Our Veterans, Armed Forces, and Their Families.” During the month we invite all to learn not only about the armed services here in Davis County but about other County services provided by the County. Today we are honored to have Colonel Patrick C. Higby, Commander 75th Air Base Wing Hill Air Force Base, with us. Colonel Higby is a distinguished graduate of the Reserve Officer Training Corps at Georgia Tech. He has served in the engineering, intelligence, space, and communications career fields, at base, major command, and joint agency levels. Colonel Higby was born in Wiesbaden, Germany. |
| Presentation by Colonel Higby Regarding Hill Air Force Base | Colonel Higby expressed appreciation to present today. The presentation centered on what is called “Colonel Higby’s Big Rocks.” They are: (1) Resource Challenges (2) OPTEMPO and (3) Opportunities. There are 24,318 total personnel within Hill Air Force Base, including 5,454 military, 3,596 military dependents and 11,849 civilians. If you watch the news, you probably noted the increased pressure at all levels of government to reduce spending. We’re feeling the pressure too. You might think that Congressional continuous resolutions that fund government at last year’s levels would allow normal operations to continue. However, each successive year is different and much has changed from 2010. For instance, the 2010 budget did not include many 2011 “must pay” bills including: $1.2B military pay raise; $1.9B for increased operations and maintenance costs due to rising fuel, health care, and inflation; and $1.5B for Afghanistan, Iraq and Libyan operations. On top of that, last year we got some end of year funds (money withheld at our headquarters for a buffer or funds that other organizations did not spend), but this year they said the pot is “dry”. So with paying our share of the must pay bills and no end of year bogey, our budget has shrunk considerably. Consequently, we’re making tough decisions. We’re reducing supply and travel expenses, and we’ve cancelled this year’s Open House (i.e., “Air Show”) to save about $250,000. Rather than host a substandard, low-budget Open House, we cancelled our 2011 event to focus on hosting a robust Open House next year. We are also cutting back custodial contracts to “bare bones” level. We are also making contingency plans on how to respond to government shutdown and furlough if Congress can’t resolve the budget before the current continuing resolution expires on Friday, the 8th of April. Funds are tight, but we’re responding to our financial challenges and keeping our primary mission on track. Hill Air Force Base Economic Impact Statements are available at the back of the room. Commissioner Petroff asked, “What is the impact of your career on the family?” Colonel Higby said, “In 16 years of marriage we have moved 12 times.” |
| Emergency Preparedness Fair Fundraiser for Family Connection Center | Chairman Downs announced the following reminders: April 8th & 9th will be preparedness fair at the Syracuse Ace Hardware Store. It is being put on by the Davis County Sheriff’s Office. Saturday, April 9, The Family Connection Center will be sponsoring a fund raiser at Boondocks Fun Center. April is Child Abuse Prevention Month. This event is open to families and discount tickets are available. |
| Proclamation #2011-88 for Designation of April as Parkinson’s Disease Awareness Month | Chairman Downs read the following proclamation #2011-88: Proclamation for April as Parkinson’s Disease Awareness Month And April 11 as World Parkinson’s Awareness Day Whereas, Parkinson’s disease is a progressive disorder of the central nervous system , affecting more than 1.5 million people in the United States; and Whereas, The American Parkinson Disease Association, Inc., founded in 1961, has sought to “Ease the Burden and Find the Cure” for this disease through research, patient and family services, education, and sponsorship of 45 Chapters, 55 Information and Referral Centers, and more than 1,000 support groups throughout the United States; and Whereas, the world, the nation and Utah observe April as National Parkinson’s Disease Awareness Month and World Parkinson’s Disease Awareness Day on April 11, 2011; and Whereas, the great State of Utah recognizes the efforts of the Utah Chapter of the APDA to raise funds and promote awareness to fight Parkinson’s disease, thereby improving the quality of life for those living with the disease. Therefore, Davis County, in recognition of 50 years of indispensable service of the American Parkinson Disease Association, Inc. to the residents of Utah, and in support of those who are being directly impacted by Parkinson’s disease, do hereby join in to proclaim April as National Parkinson Disease Awareness Month and April 11 as World Parkinson’s Disease Awareness Day in Utah. Commissioner Petroff made a motion to authorize the Chairman to sign the proclamation. Commissioner Millburn seconded the motion. All voted aye. | Donation to Davis Arts Council for Summer Nights with the Stars season | Chairman Downs stated the commission has received a request for a donation from the Davis Arts Council. As recommended the donation amount for approval is $2,500.00. Commissioner Millburn made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. Kirt Bateman, Executive Director Davis Arts Council, was asked to come forward to accept the check and explain how the money will be used. He stated the money will be used for the Summer Nights with the Stars season. We firmly believe that the arts have the ability to change lives and change communities. It is believed we have an impact on the vibrancy and culture of Davis County and we believe we are significant contributors to the economic development of the county. Kirt extended a thank you to those serving at Hill Air Force Base and stated Davis Arts Council sponsors a special appreciation event for families of service personnel who are deployed. | Notice of Award for Kilgore Contracting for 3500 So Street Rebuild Project | Kirk Schmalz, Davis County Public Works Director, presented the notice of award for Kilgore Contracting for the 3500 South Street Rebuild project in the amount of $219,500.00. They were the low bidder. The project will not begin for about 6 weeks until a water line project in the area is completed. Commissioner Petroff made a motion to approve. Commissioner Millburn said, “Applause to Kirk and those who are working at the Centerville Debris Basin Project. Last Friday I and Commissioner Petroff were able to watch the pour for the big basin. It is amazing to watch the technology used at the project.” |

| Agreement #2011-93 UDOT, Centerville City, Farmington City, North Salt Lake City, Woods Cross City & Davis County to Legacy Parkway Trail Maintenance | Barry Burton, Davis County Planning Director, presented agreement #2011-93 with UDOT, Centerville City, Farmington City, North Salt Lake City, Woods Cross City, and Davis County. It is an interlocal agreement for maintenance of the Legacy Parkway Trail. The local jurisdictions will take over maintenance of the trail. West Bountiful City will not join in with participation at this time as the city is still trying to resolve drainage issues with UDOT. It is anticipated UDOT will maintain the overpasses and big tunnels while the local entities will take over the rest of the trail maintenance. There will be another agreement to follow which will outline the maintenance responsibilities and mechanism for implementation. Barry thanked Gary Uresk, Woods Cross City Administrator, for tracking the agreement through the process. The commissioners thanked Barry for keeping Davis County involved. Chairman Downs said, “It is important to show we can find a solution.” Commissioner Millburn said, “There have been lessons learned and the issue of maintenance determines long term viability.” Commissioner Petroff said, “It is a great place where families can be out together and be safe when riding bikes as I saw on Saturday while driving on the freeway.” Barry said, “The trail only crosses one road that is not frequently used.” |
