| Breakfast with Santa - Fund Raiser for Family Connection Center | An announcement was made for the Breakfast with Santa at the Davis Conference Center this coming Saturday, December 17, at 9:00 am. Reservation need to be made by tomorrow. The proceeds from the event are donated to the Family Connection Center. Dave Hillard, Davis Conference Center Food & Beverage Director, stated it is a fun tradition and a way to give back to the community. There is a great brunch, Santa, magician, candy corner, cookie decorating, face painting, and much more. | Recognition of Three Individuals Associated with the Davis Conference Center/Hilton Garden Inn | Chairman Downs read from a press release. Northern Utah boasts winners at this year’s “Stars of the Industry Awards” presented by the Utah Hotel & Lodging Association on November 10 and 11. Congratulations to the following 2011 winners: Scott Lunt, Davis Conference Center/Hilton Garden Inn for “General Manager of the Year” and Connie Harmston, Davis Conference Center/Hilton Garden Inn for “Outstanding Manager of the Year”. On the evening of November 10 crowds gathered to watch 7 talented Chefs from Hotels around Utah battle for the title “2011 Top Chef”. The competition was tight with the 1st, 2nd, and 3rd place winners coming within 2 ½ points of each other. 3rd place was awarded to Chef Enrique Yescas from the Davis Conference Center/Hilton Garden Inn. The commissioners invited all three individuals to come forward. The commissioners thanked each of the three for their awesome work in the industry, for helping to grow events and the team of people they have built. As a thank you each was presented with a Christmas CD. |
| Opening of RFP’s for Medical Services at the Davis County Jail | Curtis Koch, Davis County Director of Procurement and Contracts, stated that Davis County has solicited competitive proposals from qualified medical professionals to provide medical services at the Davis County Facility (jail) located at 800 West State Street, Farmington, UT. It is the intention of Davis County contract with a qualified doctor of medicine to be responsible for the medical treatment of inmates at the Davis County Jail. Steve Rawlings, Davis County Clerk/Auditor, opened the following two RFP’s received: Kennon Tubbs, MD $154,200.00 ($12,850/monthly) Wasatch Correction Medical $138,000.00 ($11,500/monthly) Curtis took the two proposals for review. |

The company will help with the clean up of Davis Park Golf Course and Valley View Golf Course. They are willing to work on a per person, hourly rate to provide labor, equipment, supplies, materials, and insurances to delimb and cut up trunks of downed trees. | Agreement #2011-375 Environmental Systems Products, Inc. for OBD/TSI & OBD Testing Machine | Agreement #2011-375 with Environmental Systems Products, Inc. This will allow for an OBD/TSI and OBD testing machine to be left at the Davis County I/M Station in Kaysville for testing purposes. The term is for a 60-day period but may be extended. The period of contract will end on February 1, 2012. Commissioner Millburn made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. | Agreement #2011-376 UT Attorney General’s Office for Negotiated Surplus Property Sale | Agreement #2011-376 with the Utah Attorney General’s Office – Children’s Justices Center Program. It is to allow for a negotiated sale of surplus property located in the current Davis County Children’s Justice Center building. After doing an analysis of the costs to run a surplus sale and the revenue that such a sale would generate, it was determined that a negotiated sale of $500.00 would provide the County the same total benefit. | Amendment #2009-399B DACVB Annual Budget Appropriation | Kent Sulser, Davis County Community and Economic Development Director, presented amendment #2009-399B with the Davis Area Conventions and Visitors Bureau (DACVB). It is the annual appropriation of Tourism Funds to the DACVB in selling the Conference Center and completing General Tourism Marketing for Davis County. It is a payable from Tourism Funds of $839,950.00. DACVB will serve as the Destination Marketing Organization to promote, utilization, and sell County owned facilities and to promote general tourism to venues within the County. These tasks will be completed in accordance to the 2012 Marketing Plan and Budget of the DACVB. Commissioner Petroff made a motion to approve. Commissioner Millburn seconded the motion. | Board Appointments to the Davis County Tourism & Tax Board | Kent Sulser, Davis County Community and Economic Development Director, stated there is a need to appoint board members to the Davis County Tourism and Tax Board. As Davis County has imposed a transient room tax, tourism, recreational, cultural and convention tax on restaurant facilities in Davis County a Tourism Tax Advisory Board is established to advise the County Commission on annual available funds. Individuals chosen to this Board must be a resident of Davis County and/or must be currently employed in and have prior or current experience in a Tourism related business. The following individuals are willing to be reappointed for a term ending December 31, 2013: Andy Pettingill, Western States Lodging – Voting Member Vice Chair Bruce Lloyd, Cherry Hill Campground – Voting Member Craig Shiner, Bountiful Ridge Golf Course – Voting Member Angel Manfredini, Mandarin Restaurant – Voting Member Kym Buttschardt, Roosters Brewing Company – Non-voting, Non-resident Member Commissioner Millburn made a motion to approve. | Discussion of Joint CDA’s | Kent Sulser introduced Jason Burningham, Lewis Young Robinson & Burningham Inc., for presentation of three ordinances in accordance with Utah Code 17C-1-204, Urban renewal, economic development, and community development by an adjoining agency – requirements. Resolutions to begin the process were approved and signed on October 19, 2010. As there resides property in unincorporated Davis County, Davis County joined into these joint CDA’s with the understanding that when development occurs the property would be annexed into the appropriate jurisdiction. A power point presentation for the West Bountiful/Wood s Cross City Redevelopment Agencies was given for the Community Development Project Areas at Legacy Highway and 500 South. The current project areas by acres and tax receipts of the CDA for West Bountiful, Woods Cross and Joint were reviewed. The anticipated build out (square feet) and jobs was reviewed. The sources and uses of tax increment within the CDA projects were discussed. The area is 10 minutes from the Salt Lake Airport and has easy freeway access. A guiding policy and development of infrastructure is important. Jason thanked Davis County was creating the matrix. |

| Resolution #2011-377 to Approve Amendment to Agreement #2033-227D for Utah Counties Indemnity Pool | Mel Miles, Davis County Personnel Director, presented resolution #2011-377 approving and authorizing the execution of a fifth amended interlocal cooperation agreement #2003-227D with other members of Utah Counties Indemnity Pool, relating to the establishment, funding and operation of Utah Counties Indemnity Pool. The name change was recommended to clarify to organizations working with counties that UCIP is not an insurance company. The Pool was created to allow the counties to self-insure property losses and maintain a Liability Reserve Fund jointly. Indemnity simply means to restore a party to the same financial position after a loss that they were in prior to the loss. Commissioner Millburn made a motion to approve.
