Job Description
|
General Purpose
Under guidance and direction from the Clerk/Auditor or Chief Deputy, performs entry level professional auditing and accounting work; assists with auditing the County’s internal financial control systems to ensure an effectiveness of control, financial records and general operations.

Example of Duties:
(Any one position does not include all of the duties listed; nor do the listed examples include all duties which may be found in positions of this class.) Works with the Chief Deputy to ensure a working system of checks and balances and makes recommendations for changes and improvements as necessary and as required by GASB, state and federal audit standards. Assists with conducting internal audits; assists in developing audit plans, schedules, and performance tasks; conducts specific audit tests to observe transaction samples; performs audits to determine compliance with fiscal program requirements, laws, and regulations; presents test results and recommendations to the Clerk/Auditor or Chief Deputy. Assists in conducting financial, compliance and operational audits, fiscal and administrative analyses, special management reviews, and/or other duties as requested by the Clerk/Auditor, the County Commissioners, and County departments. Reviews effectiveness of the County’s various financial systems of internal control and presents findings to the Clerk/Auditor or Chief Deputy. Identifies improper accounting or documentation, researches issues and reports findings to the Clerk/Auditor or Chief Deputy. Assists the Chief Deputy with ensuring that a working system of internal checks and balances is in place for the County’s financial functions. Provides technical advice, training, counsel, and assistance to County departments. Reviews grant programs to ensure that all fiscal requirements are met and that all parties perform their financial obligations under the grant. Assists in the preparation of audit schedules, annual reports, financial statements, CAFR, and federal and state reporting. Performs independent research and information studies. Prepares and analyzes financial and statistical information; develops presentations and reports; reviews financial contracts and grants; prepares year end financial statements. Operates a motor vehicle in a safe manner and in compliance with all Utah laws and regulations. Performs related duties as assigned.

Education and Experience:
Graduation from an accredited college or university with a Bachelor's Degree in accounting, finance, business administration, or a closely related field. Preference for experience in state or local government auditing or accounting.

Special Qualifications:
Preference for any of the following credentials: Certified Public Accountant, Certified Internal Auditor or Certified Government Financial Manager. Must possess a valid Utah Driver License. Employees driving a personal vehicle while on county business must maintain the minimum vehicle liability insurance as specified in the Utah Code.

Knowledge, Skills, and Abilities:
Working knowledge of: accounting principles, practices and techniques; auditing standards as recommended by the American Institute of Certified Public Accountants; governmental accounting techniques and practices including budget development and administration; governmental accounting standards including GASB and Federal Single Audit requirements; applicable laws, codes, and regulations; organizational research methods; financial/statistical analysis; computers and work-related computer applications; public administration. Skill in operating: ten key adding machine, calculator, computer hardware and applicable software; applying correct spelling, grammar, and punctuation. This position may require the driving of a motor vehicle; skill in operating a motor vehicle in a safe manner; ability to insure motor vehicle is operating in a safe manner; knowledge of Utah motor vehicle rules and regulations. Ability to: apply accounting principles and auditing standards to a public sector environment; perform detailed audits using independent initiative and judgment in determining the required scope; work independently in determining priorities, methods, projects; prepare and analyze complex reports, financial statements, budgets, grants and other documents; complete assignments with minimal supervision; operate all applicable computer hardware and software including Microsoft Word and Excel; follow oral and written instructions, communicate effectively (orally and in writing); establish and maintain effective working relationships with supervisors, other employees, other departments, other agencies, and the general public.

Important Information:
