Sheriff & Executive Leadership

Sheriff Kelly V. Sparks has dedicated his career to public safety and service in Davis County. He began his law enforcement career with the Davis County Sheriff’s Office in 1983 at the Davis County Jail. After graduating from the Utah Police Academy and Weber State Paramedic School, he served in Patrol as a deputy sheriff/paramedic.

Throughout his 23-year career with Davis County Sheriff’s Office, Sheriff Sparks served in a variety of specialized and leadership assignments, including SWAT commander, hostage negotiator, defensive tactics instructor, EMT instructor, and public information officer. He also worked as a flight paramedic with Intermountain Life Flight and served four years as a Chief Deputy.

Sheriff Sparks later served for two years as director of the Weber State University Law Enforcement Academy before being appointed deputy director of the Utah Department of Public Safety’s Peace Officer Standards and Training division.

A graduate of the FBI National Academy, Sheriff Sparks holds a Bachelor of Science in Sociology and a Master of Criminal Justice from Weber State University.

In addition to his law enforcement experience, Chief Deputy Butcher spent much of his career working as a flight paramedic with University of Utah Health AirMed, bringing extensive emergency medical and public safety experience to his leadership role.

During his time with the Salt Lake City Police Department, Chief Deputy West served in a variety of assignments, including patrol officer, property crimes detective, homicide detective, undercover narcotics detective, patrol sergeant, undercover narcotics sergeant, patrol watch commander, and Investigations Unit lieutenant. 

Chief Deputy West joined the Davis County Sheriff’s Office in 2019 and was initially assigned as a Patrol Captain. He later served in Justice Services and as Chief Deputy of Law Enforcement before assuming command of the Corrections Division.

Chief Deputy West provides executive oversight of the Sheriff’s Office Corrections Bureau and the Justice Services division. He oversees the corrections operations and works with command staff and employees to support the safe, secure and effective operation of the Davis County correctional system. He also oversees the operations of the Court and Investigation units. 

Chief Deputy West holds a Bachelor of Science in Criminal Justice from Weber State University and is a graduate of Northwestern University’s School of Police Staff and Command.
