In 1937, Davis County, under the direction of the County Commissioners and Dr. D. Keith Barnes, established the first full time health department in Utah. The Davis County Health Department was established in 1954 based on an ordinance adopted in accordance with state statute written in 1953. This statute, Title 26 Chapter 24, established Local Health Departments throughout Utah. Several changes were made to Title 26, including a re-codification in 1991 that gives it its current reference name of Title 26A. In 2001, County Commissioners rewrote the 1954 ordinance to bring it up to date with the current provisions of Title 26A. The new ordinance and Title 26A form the legal basis for the Board’s authority.
