State & Local Fiscal Recovery Funds(SLFRF)

In response to the economic impact of COVID-19, on May 11, 2021, the American Rescue Plan Act as signed into law and established the Coronavirus State and Local Fiscal Recovery Fund. These emergency funds are intended to provide support to communities who have experienced unprecedented strains from the pandemic.

The Coronavirus State and Local Fiscal Recovery Funds (SLFRF) provide resources to recover from COVID-19, bounce back from the negative economic impact, and pave the way for a strong recovery. As an eligible jurisdiction, Davis County will receive up to $69,048,017 in funding that will be used to meet the needs of the community and help turn the tide on the pandemic. Davis County has chosen the following preliminary priorities to effectively serve the community in recovering from this crisis:

  • Health Department- vaccine and testing clinic expansion
  • Health Department- ongoing (2021-2024) COVID response
  • Drive through vaccination clinic costs- from March 3, 2021 to present
  • New Emergency Operations Center
  • Safe Harbor Crisis Center- Expansion of Kaysville Campus
  • 2021 - 2024 Increased legal counsel- justice system backlog
    • Pretrial Services
    • Davis County Legal Defenders
    • Davis County Attorney's Office
  • Countywide Sewer Projects- for West Point and South Davis
  • Davis School District; vulnerable and homeless youth capital improvement
  • Administration; SLFRF reporting and program administration consultant

 

Davis County is required to comply with the U.S. Department of Treasury federal compliance and reporting guidance. Compliance requirements and guidance include the Interim Final Rule (31 CFR Part 35), SLFRF Compliance and Reporting Guidance, Uniform Administrative Guidance (2 CFR Part 200) and the Final Rule once published.  These guidelines establish various reporting requirements, including quarterly Project and Expenditure Reports and an annual Recovery Plan Performance Report. Required reports and approved projects will be posted to this site, as available.
