| “Wild West Extravaganza” Library Event | Laurel Pedersen, Davis County Library Children’s Services Coordinator, dressed in her western attire, talked about the upcoming “Wild West Extravaganza” to be held March 25th, 6:30 – 8:00 pm at the North Branch, Central Branch, and South Branch Libraries. Everyone is encouraged to dress western and come to one of the locations to enjoy western literature, games (roping, panning for gold, etc.), line dancing, treats, and more. We encourage you to bring your children, grandchildren, nieces, nephews or just come. Chairman Downs stated the events are always well attended and many dress up for the event. |
| Presentation Regarding Earthquake Preparations | Ellis Bruch, Davis County Sheriff’s Office Emergency Services Coordinator, spoke about earthquake preparedness. He said that since the earthquake in Japan his phone has been ringing off the hook. The prediction for a Utah along the Wasatch Front is a 7 to 7.5 magnitude earthquake. Japan had a 9.0 earthquake. The question is “Are we ready?” The answer is “No”. In Japan in 2007 the country started placing sensor devices in the ground throughout the country to detect earthquakes. This is the most prepared country in the world. They had 14 seconds of prep time and we have seen the devastation. In Davis County, the fault could drop land by 12 ft. The Great Salt Lake would come back at us and many areas would be below the water level. Preparations for mitigations after an event are being put in place. There are 83 schools in Davis County which could be used for shelter. It is estimated 75 – 80% of the population would need shelter. In the initial phase do not rely on government but be prepared individually. It is estimated to take 72 hours to get roads cleared and airports running for supplies to arrive. Store shelves would have supplies depleted within one hour. Make it a fun project with your kids to assemble a 72 hour kit for your family. Davis County meets with surrounding counties to coordinate and pull plans together. A preparedness fair will be held at Layton Ace Hardware (1330 E Hwy 193) on Friday (3/25) from 4:00 – 7:00 pm and Saturday (3/16) from 10:00 am – 2:00 pm. |
| Last Week for West Davis Corridor Preservation Public Comments | Commissioner Petroff reminded everyone this is the last week of the comment period regarding the West Davis Corridor proposed three alternatives. Commissioner Petroff said, “It is very important for citizens to make comments. UDOT has received over 6,000 comments. If a person comments, it is important to point out what you feel is wrong and give any resolutions. This issue definitely affects quality of life and economics. I have received approximately 150 emails from citizens. These have also been forwarded to UDOT. The website is www.udot.utah.gov.” Comments can also be sent to westdavis@utah.gov. |
| Notification of Parcel Acquisition for Utah Wildlife Resources | Ron Hodson, Utah Wildlife Resources Northern Region Supervisor, addressed the commission regarding their request for approval to acquire two parcels of land currently owned by the Davis County Wildlife Federation that adjoins the Farmington Bay Waterfowl Management Area. The serial numbers of the parcels are 06-007-0001 (2.96 acres) and 06-004-0001 (12 acres). The Utah Code §23-21-2 requires the Division of Wildlife Resources to submit the proposition to the County legislative body in a regular open public meeting for approval to pay an amount of money in lieu of property taxes to the county. Gary DeJong, Wildlife Federation, as owner representative of the parcels stated they are in agreement. This property acquisition will provide for better management of the area. Barry Burton, Davis County Planning Director, stated that his office has not concerns regarding the use of the lands. Commissioner Petroff made a motion to approve. | Agreement #2011-78 UT Education Network for completion of e-rate forms | Jerry Myer, Davis County Library Assistant Director, presented agreement #2011-78 with the Utah Education Network. It is a letter of confirmation for our participation in the Utah Education Network. They will be authorized to act on our behalf to complete e-rate forms. This is for federal grants to upgrade libraries fiber optic lines to take advantage of discounted telecommunication charges. Commissioner Millburn made a motion to approve. | Approval of Mobile Phone Security Policy #114 | Mark Langston, Davis County Information Systems Director, requested approval of Mobile Phone Security – Policy #114. With the proliferation of cellular and wireless devices becoming available, electronic security has become a concern for devices that interact with the County’s data network. The County has chosen to use a Security Management Tool (SMT) to implement the rules and procedures included in this policy. All devices authorized to connect to the County data services will be required to register with the County’s SMT. Only employees who have been authorized by an Administrative Officer who utilize a County-owned phone with a data plan, or who receive a data plan stipend will be able to connect to the County network. This has been discussed with the IT committee. Commissioner Millburn made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. |

| Ordinance to Amend Davis County Animal Control Fees | Clint Thacker asked for approval to amend the ordinance pertaining to section 6.32.010 of the Davis County Code providing for fees of Animal Control. The amended ordinance #1-2011 clarified rabies vaccination (1 year w/adoption) is $10.00; rabies vaccination (3 years w/adoption) $12.00; five way vaccination (w/adoption) $15.00; vaccines open to general public $20.00; combo kits (any 2 vaccines) open to general public $30.00; combo kits (any 3 vaccines) open to general public $50.00; and all other fees to remain the same. Rabies shots are required and have been available at shelter. The other vaccines are a little more expensive than at a vet so we are not in competition with private business. A budget change is required to increase line item 11-3340-300 Senior Employment by $9,673.00 and increase line item 11-4980-610 Misc. Expenditures $9,673.00. | Agreement #2011-80 Clearfield Job Corps for Students to train in the Weatherization Field | Agreement #2011-80 with Clearfield Job Corps. Through the weatherization program of Davis County Clearfield Job Corps students will be provided training and supervision of a work based learning program in the weatherization field. It will assist students to learn skills to aid with future employment. This has been discussed with Mel Miles, Davis County Personnel Director, and he is ok with the training program. Melissa Freigang, Clearfield Job Corps Center Representative, spoke about the Center. The Clearfield Job Corps Center has earned an overall ranking of #9 in the country, out of 124 centers operated by the US Labor Department. This high ranking is achieved through several measures: high school and GED completions, student literacy and numeracy level improvements, career technical training completions, job placements and long term career transition services. Every Tuesday we have students arriving and leaving the center. Job Corps assist with the training of students in 17 careers in high-growth industries. The students are prepared through business partnerships such as this one with Davis County. The students receive a small stipend and are covered by Workers Comp as a federal employee. Annual economic impact of Clearfield Job Corps Center in northern Utah is $54,965,781. Commissioner Millburn said, “This is a win – win all around.” Commissioner Millburn made a motion to approve. | Agreement #2011-82 Utah Botanical Center cost sharing for I-15 Sign | Kent Sulser, Davis County Community & Economic Development Director, and Shawn Olsen, USU Agricultural Extension Office, presented agreement #2011-82 with Utah Botanical Center. The botanical center is affiliated with Utah State University which is located in Kaysville, UT. Kent stated that in January 2010 the Tourism Tax Advisory Board entertained a request for a contribution from tourism funds for a sign to designate the Utah Botanical Center along I-15. After considerable discussion and a site visit the request has been under review. Former Senator Haven Barlow provided insights about the future of the Botanical Center and said that he though it could become the second biggest tourism attraction in Davis County after Antelope Island. Shawn stated that signage would help attract visitors to the gardens. There are approximately 105,000 cars per day traveling I-15. Last summer there were approximately 8,000 people who attended the farmers market. People from surrounding states have visited the botanical gardens. The sign will help people to be aware of the Center. Dave Anderson, Utah Botanical Center Director, is working with UDOT for local signs to direct people once they are in Kaysville. USU has committed to a donation of $15,000.00. Kent stated the request is to approve a contribution of $15,000.00 from the Tourism Fund as recommended by the Tourism Tax Advisory Board. Steve Rawlings, Davis County Clerk/Auditor has reviewed and is ok with the donation. Commissioner Petroff stated the site and gardens are a great asset. It brings people into the community and they might also buy gas and groceries. Commissioner Petroff made a motion to approve. Commissioner Millburn seconded the motion. All voted aye. It can be used to advertise upcoming events and will be operated from solar energy. |
| Agreement #2011-84 Colonial Flag for Flagpole Repair | Commissioner Millburn excused Marshall Scott, Davis County Facilities Management Director, from the meeting today as he is attending training. Commissioner Millburn presented agreement #2011-84 with Colonial Flag. They will fix the flagpole cable at the DMV building at 969 W Clark Lane. It is a payable of $267.40. | Agreement #2011-83 ECOTONE Environmental Consulting Inc. for West Davis Corridor Study | Commissioner Petroff presented agreement #2011-83 with ECOTONE Environmental Consulting, Inc. As citizens have contacted the commission about the West Davis Corridor they not only are expressing their concerns but have asked the county to step up to support the citizens. There are questions about if the science has been properly reviewed regarding the wetlands. Oliver Grah, Principal, has a great pedigree in this area. Oliver has provided his technical and managerial expertise on numerous projects along the Wasatch Front and in Davis County. Commissioner Millburn stated that for the future west corridor we need to look at each and every issue. This will be getting an independent second opinion. Commissioner Petroff stated that he has approached COG (Council of Governments) and Wasatch Front Regional Council to receive approval of the expenditure from the Corridor Preservation Funds collected ($10.00 per vehicle registration on cars in Davis County). We have expended funds on land purchases for corridor preservation. The expenditure would fit within the guidelines for use of fees collected. The agreement would be a payable of $17,140.00. Chairman Downs stated she feels it is appropriate to do the study. When the report comes back we will have information to work with that has science behind it. The corridor is not to be taken lightly. Oliver has a proven record. Steve Rawlings, Davis County Clerk/Auditor, stated it is a meaningful study. We will need to relook at the account for payment after further word from COG. Commissioner Petroff made a motion to approve. Commissioner Millburn seconded the motion. All voted aye.
