| | COMMISSION MEETING MINUTES January 10, 2012 The Board of Davis County Commissioners met in room 236 of the Davis County Courthouse, Farmington, Utah on January 10 at 10:00 a.m. Members present were Chairman Bret Millburn, Commissioner Louenda H. Downs, Commissioner John Petroff, Jr., Clerk/Auditor Steve S. Rawlings, Chief Deputy Civil Attorney Bill McGuire, and Deputy Clerk/Auditor Linda May. |

| Insurance Payment Holiday | Mel Miles, Davis County Personnel Director, asked to announce some good news from PEHP. I am happy to inform the commissioners that the URS Board has authorized a “payment holiday” to current members of the Local Government’s Risk Pool (LGRP). As a current member of the LGRP Davis County government is entitled to a payment holiday credit of $586,746.00. This means that we will not have to pay medical rates to PEHP for approximately the next 0.75 months. Instead, healthcare coverage will be paid for out of LGRP reserves starting with the January 2012 billing cycle. Davis County will continue to be responsible to pay the required rates due for any dental, vision, life and accident, or LTD coverage we have through PEHP. The amount of an employer’s payment holiday is based on factors that led to the current level of reserves, namely, enrollment in PEHP during the build up, agency utilization experience, and agency size. An announcement will be given in the upcoming county newsletter. The medical premium holiday will be for pay periods #1 & #2. Employees with PEHP medical insurance will get a credit back on their premium for these two pay periods. The County wants to share these savings with employees because they have helped make the surplus possible through their efforts to be good health care consumers and to live a healthy lifestyle. |
| Library Board Appointment | Chris Sanford, Davis County Library Director, requested approval of the reappointment of Carol R. Page to the Davis County Library Board. This is for a second term to be retroactive to December 1, 2011 and run through November 30, 2015. She has a strong desire to continue serving and be a part of the opening of the fantastic projects ahead for the libraries. Commissioner Downs made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. |
| Agreement #2012-10 ESI Engineering, Inc. for Hooper Draw Drop Structure | Kirk Schmalz, Davis County Public Works Director, presented agreement #2012-10 with ESI Engineering, Inc. The company will provide technical assistance and engineering services for the Hooper Draw drop structure in Bountiful, UT. It is a payable of $8,800.00. Commissioner Petroff made a motion to approve. Commissioner Downs seconded the motion. All voted aye. Document on file in the office of the Davis County Clerk/Auditor. |
| Recognition of Joint Project with Layton City | Commissioner Petroff thanked Kirk and Public Works for their joint efforts with Layton City Public Works for the work accomplished on the Buffalo Trail. The land is immediately to the south of the Hilton Home 2 Suites in Layton. The land currently serves as a detention basin but will become a park as part of the Davis Conference Center walkway project. Both Public Works entities (Layton and Davis County) worked together during a down time to accomplish the site preparation in two days. It is an awesome job. |
| | Kirk reiterated that the upcoming priorities have to do with the clearing of channels of any blockages. FEMA representatives are here at the County to evaluate the damage caused from the winds on December 1. |
| Agreement #2012-11 Prism Systems for Annual Maintenance of Touch Screens | Kevin Fielding, Davis County Sheriff’s Office, presented agreement #2012-11 with Prism Systems. It is the annual maintenance for the touch-screens at the Davis County Jail. It is a payable of $28,800.00. Commissioner Downs made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. Document on file in the office of the Davis County Clerk/Auditor. Kevin stated that several officers from the Davis County Sheriff’s Office assisted with covering shifts in Weber County on Sunday due to the tragic shooting of officers. A big thank you to the officers who volunteered to work. Davis County will also assist on the day of the funeral for officer Jared Francom. |

| Agreement #2012-12 Family Connection Center for Funding from CDBG | Agreement #2012-12 with the Family Connection Center. It is for Community Development Block Grant (CDBG) funds for a new roof at the food pantry and a new van for food services. The pass thru funding is $58,320.00. Commissioner Petroff stated the roof was badly damaged in the wind storm and made a motion to approve. Commissioner Downs seconded the motion. All voted aye. | Agreement #2012-13 US Dept of Housing & Urban Development to Access Financials | Agreement #2012-13 with the U.S. Department of Housing and Urban Development (HUD). It is an access request to HUD for online financial system (IDIS) for Curtis Koch, Lynn Ann Winterton, Greg Johnson and Scott Hess to be authorized to administer the County CDBG program. There is no dollar amount involved. Commissioner Downs made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. | Property Tax Register Approved | Ross Bartholomew, Davis County Tax Administration Director, presented the property tax register. The register reflects 134 items for approval and includes a list of the types of abatements and dollar amount processed in 2011. Commissioner Downs made a motion to approve. Commissioner Petroff seconded the motion. All voted aye. |

| | Commission Comments: Commissioner Downs expressed a note of thank you to all. Commissioner Millburn expressed condolences to the family of the slain officer. It takes a toll on individuals in public service. It is a brotherhood in law enforcement and those giving public service. They put their lives on the line and it impacts their families. Commissioner Petroff stated that he knows a lot of spouses can relate. It is hard to second guess what happened. 99 out of 100 times this type of incident would not have occurred. I express sorrow for the families and appreciate the service of others. Law enforcement officers are very professional in their duties. |
